How do I start my wedding planning?

I've just recently gotten engaged and now need to start planning everything and I'm lost on where to start or even what my overall budget could be. I want a larger, more formal wedding, but I don't want to spend tons of money. I live in Iowa so there isn't many grand places to have a reception or get married at. Any ideas?
